Strength is measured against the size of the area you marked, so a small face and a large sign both come out unreadable rather than one being barely touched.
Pixelating is the weaker of the two if someone is determined: a heavily blocked face still carries some information, and researchers have recovered text from lightly pixelated images before. For anything that genuinely matters, use blur at full strength, or crop the area out altogether.
